IMPORTANT INSTRUCTIONS TO ALL STUDENTS APPLYING FOR SAMIA SCHOLARSHIP
All scholarship applicants for the academic year 2026/2027 are required to observe the following:
(i) Read and follow the application procedures stated in these Guidelines,
(ii) Applicants must have current national physical address (NaPA) issued by Ministry of Information, Communication and Information Technology,
(iii) Applicants aged 18 years and above must provide National Identification Numbers (NIN) during application,
(iv) Ensure that all birth certificates are certified by the RITA or ZCSRA to ascertain their validity,
(v) Applicants born abroad should obtain a letter from RITA or ZCSRA to validate birth information,
(vi) Provide a bank account which is active and carries the same name as that on the academic certificates (CSEE certificate),

(vii) Applicant should provide his/her registered and reachable mobile phone number. The provided mobile phone number will be used to inform the applicant on the application progress and payment process,
(viii) Applicant must review the entire application and make corrections (where necessary) before submission,
(ix) Ensure that the application form is duly filled and signed,
(x) All applicants must strictly observe the application deadline,
(xi) For any identified forgery, the applicant will be disqualified from the whole application process, and subject him/her to other necessary legal actions, and
(xii) Applicants are advised to make follow- up of their application process results through their SIPA accounts.
3.0 CRITERIA FOR SAMIA SCHOLARSHIP
To benefit the scholarship, an applicant must meet the set eligibility criteria detailed hereunder:
(i) Be a Tanzanian,
(ii) Have a high performance in the ACSEE administered by the NECTA in science combination subjects (PCM, PCB, PGM, CBG, PMC, CBA and CBN) for the relevant academic year,
(iii) Appear on the list of students published by HESLB for Samia Scholarship application,
(iv) Be admitted into an accredited tertiary education institution to pursue programmes in either Natural Science, Technology, Engineering, Mathematics or Health Sciences in the 2026/2027 academic year,
(v) Have a complete and correct application made through OLAMS,
(vi) Not be a beneficiary of other form of sponsorship, except where such sponsorship covers the remaining costs not financed by HESLB.
4.0 SCHOLARSHIP ITEMS UNDER SAMIA SCHOLARSHIP
Samia Scholarship beneficiaries will be awarded scholarship amounts according to the needs of the faculties in their respective tertiary education institutions. Applicable amount for the scholarship will be as follows: -
5,000,000 per year.
4.2 MEALS & ACCOMMODATION (MA)
The student will be awarded meals and accommodation at the rate of TZS 10,000 per day. The funds will be paid in four instalments per annum.
4.3 BOOKS AND STATIONERY (BS)
A maximum amount of TZS 200,000 per annum will be granted to cover the cost of books and stationaries.
4.4 SPECIAL FACULTY REQUIREMENT (SFR)
Special Faculty Requirements (SFR) will be awarded for programmes that require special faculty requirement based on established ceiling amounts determined by HESLB.
4.5 FIELD PRACTICAL TRAINING (FPT)
The student will be awarded an amount of TZS 10,000 per day as living expenses for a period not exceeding 56 days during practical training.
4.6 RESEARCH EXPENSES (RES)
The student will be awarded research funds at a rate not exceeding TZS 500,000 per annum.
4.7 HEALTH INSURANCE (HI)
The student will be awarded TZS 50,400 every year to cover health insurance throughout the study period.
4.8 ASSISTIVE EQUIPMENT FOR STUDENTS WITH SPECIAL NEEDS
A student with special needs will be awarded an amount not exceeding TZS 2,000,000. for the purchase of assistive equipment. The amount will be disbursed once throughout the study period and will be paid direct to the student.
5.0 SPONSORSHIP DURATION
Students who have secured the scholarship will be sponsored for three (3) to five (5) years depending on the respective programmes.
6.0 PAYMENT MODE
All payments will be made through the HESLB Digital Disbursement Solution (DiDiS); Tuition fee payments will be made directly to the respective tertiary education institution's bank account, while other items will be made directly to the respective student's bank account.
